Do all of the races have access to magic or is it restricted to some?
If it is open for all: Is there some races that are more likely to develop magic due to cultural influence or is this more depending on the character in question?
If restricted:What races are capable of magic?

The more intelligent races have access (Anja, Humans, Elves).
Troglodytes do not have access as they deem it inferior to technology, Ogres are not intelligent enough to use magic, neither are Frog People. The rest of the races are under Engelbert's jurisdiction.

Every time I think of Troglodytes I think of the World of Warcraft Troggs, and from what I've the former look quite similar to the latter.

They do. WoW Troggs are Troglodytes, they just changed the name because Blizzard are stupid.
